Well, if I'm not mistaken, the Episcopal Church in particular has issues where the hierarchy is very much more theologically liberal than its parishioners, which can cause a lot of different issues. (This is what attracts me to the Episcopal Church.) I think part of the silence might be an attempt to honor and respect the worship and beliefs of the parishioners.
