It is a more balanced approach to condom use than I have heard from the Bush camp before and for that I am happy.
I have no problem with presenting abstanace/celibacy/monogamy as a stratagy for healthy living and reducing the spread of disease. I do think that it should be part of a balanced, non-judgemental approach, and realistic approach. I think Bill Clinton has a point recently when he said that in the area of personal relations you cannot always expect people to act or think rationaly. I would go further and say you can pretty much expect them not too.
